Paul Ryan Villanueva is a 24-year law enforcement veteran. He has seen death both in his personal and professional life.

Paul possesses a Bachelor of Arts degree in Biblical Studies and has a Master of Arts Degree from California State University Dominguez Hills in Behavioral Science.

He conducts grief recovery seminars throughout the year where he puts his knowledge and experience to use aiding others with sorrow.

Paul Villanueva - Drummer

Drumming:

I played drums as a teenager and recorded professionally in my career. I played Christian music in the beginning, and traveled throughout the USA and Canada with several bands.

I left Christian music and went secular (as well as my life!) and played professionally in many bars and nightclubs throughout the Los Angeles and Orange County areas.

In 1986, I gave it all up and went into Law enforcement where I remained for 23 plus years. I did not pick up a drumstick in that period.

In 2006, I had a real encounter with God (as well as with Satan, which preceded my encounter with God). I became "born again". What an incredible experience with God I have had in my later years.

Amazingly, my LORD has allowed me to play drums again. But, this time it is totally different than before. Now, I play only to worship Him and lead others into authentic worship of Him. I pray every time that the power of God's anointing will come through each beat and note, and prepare the hearts of the hearer to receive the Word of God.

This is a big accomplishment for me because I was so arrogant, self-confident, and prideful, that God had to strip me of my self-boasting and confidence. Now, my confidence is in Him and only Him. For me to be allowed back on stage is a big thing. Now, I can go on stage and truly play only for God's purpose rather than my own.

Bureau Commander Personnel & Training 2005-2008

RIVERSIDE POLICE DEPARTMENT CITY OF RIVERSIDE, CALIFORNIA

Chosen for my problem solving abilities, I direct 19 sworn and 15 non-sworn staff members to update and continue mandated department-wide training, review and disseminate Department policy, recruit, hire, and train employees. I am a POST certified Field Training Officer (FTO) Program Administrator. I also oversee FMLA and worker’s compensation claims and hear union/employee grievances.


Interim Division Commander 2004-2005
RIVERSIDE POLICE DEPARTMENT CITY OF RIVERSIDE, CALIFORNIA

Selected to be the Acting Captain over the Public Safety Communications Division, I manage a $4.5 million dollar budget and oversee eight civilian supervisors with 32 dispatchers. My mission is to bring order, discipline, and equality to the Division while preserving morale. I oversee technological issues like the CAD system and Interoperability Grants. I work closely with the Riverside Fire Department in a joint Communications Center.


Lieutenant City Manager’s Office 2004-2004

RIVERSIDE POLICE DEPARTMENT CITY OF RIVERSIDE, CALIFORNIA

Chosen as the liaison between the City Manager and the Police Department, I was assigned to City Hall. I worked directly under the City Manager and became involved in City Council and Office of the Mayor concerns. I developed close relationships with the Human Relations Commission and the Citizen Police Review Commission.


Lieutenant of Police 1999-2003
RIVERSIDE POLICE DEPARTMENT CITY OF RIVERSIDE, CALIFORNIA

I performed as an Area Commander in two different areas of the City. I was involved with the Management Accountability Program (MAP) and worked closely with citizen groups in problem solving crime and livability issues. Also, I often functioned as a Watch Commander having responsibility for police services for a given shift.

RIVERSIDE POLICE DEPARTMENT CITY OF RIVERSIDE, CALIFORNIA

General Investigations Bureau
I supervised the School Resource Officer program. The program consisted of officers and detectives who investigated youth crime. I worked closely with school administrators, community leaders, and neighborhood partners in approaching common goals for reducing youth crime and victimization.

University Neighborhood Enhancement Team
This team was a collaborative between Riverside and the University of Riverside Police Departments. We used a community oriented and problem solving approach to policing.

Field Operations Supervisor

I supervised and oversaw the work of patrol officers.

Public Information Officer (PIO)

Assigned to the Office of the Chief of Police, I functioned as the department’s media spokesperson.

Public Education Officer

I promoted and coordinated public education programs. Neighborhood Watch, Commercial Crime Watch, and the Citizen Academy were some of my responsibilities. I received the Latino Peace Officer of the Year Award, and Public Safety Officer of the Year Award.

Special Investigations Bureau, Narcotics

I planned, organized, and directed others in narcotics operations. I coordinated the resources of personnel, time and money. I supervised and managed police informants. I wrote, planned, and served search warrants. I received a commendation from the Federal Drug Enforcement Administration (DEA) for outstanding service.

Functioned as a field officer.


Detective 1985 to 1990

Major Narcotics Detective

Assigned to DEA task force, narcotic street sales and gang violence suppression teams.
